On the sidelines of the CICA Autumn General Assembly meetings in Paris, Eng. Hassan Abdelaziz, President of the African Federation for Construction Contractors’ Associations (AFCCA), held a bilateral meeting with Mr. Juan Armando Vicuña, President of the Confederation of International Contractors’ Associations (CICA), on Thursday, 20 November 2025, during which they discussed the latest developments in the contracting sector at both regional and international levels.
The meeting addressed ways to strengthen cooperation between the two federations and to support direct communication among member associations, in a manner that helps open broader horizons for African construction companies to benefit from available opportunities in infrastructure and sustainable development projects, in addition to the exchange of technical and organizational expertise.
During the meeting, Eng. Hassan Abdelaziz extended an official invitation to the CICA President to attend the General Assembly meeting of the African Federation for Construction Contractors’ Associations (AFCCA), scheduled to be held in Cairo in June 2026. The invitation aims to enable direct meetings with representatives of the African member associations and to explore ways to further develop cooperation between them and CICA, as well as to enhance channels of communication and coordination with CICA on issues of mutual interest.

The Confederation of International Contractors’ Associations (CICA) held its Autumn General Assembly meeting on Thursday, 20 November 2025, in Paris, with broad participation from representatives of contractors’ federations and construction companies from around the world.
The General Assembly saw an active participation by Eng. Hassan Abdelaziz, President of the African Federation for Construction Contractors’ Associations (AFCCA), who took part in its meeting and exchanged views with CICA leaders on ways to strengthen cooperation between the two sides in the coming period.
The CICA President Mr. Juan Armando Vicuña, presented the annual report during the meeting, followed by a review of the management activity report and the annual financial report.
The General Assembly’s programme also included presentations by CICA’s specialized working groups, which addressed key topics such as:
• Contracts and the role of multilateral development banks
• Long-term infrastructure financing
• well-prepared projects
• Construction 5.0
• safety and health
• Housings
The meeting further featured presentations from a number of international federations and bodies, including the European Construction Industry Federation (FIEC), the Italian National Association of Building Constructors (ANCE), the Spanish Federation, as well as the Saudi Contractors Federation. In addition, FTI Consulting delivered a presentation on its latest activities.
CICA also announced that its Spring 2026 General Assembly will be held in Cairo on 29–30 April 2026. The planned activities for the same year were outlined, including visits to international financing institutions, the African Transport Forum, and a series of specialized seminars.
The meeting concluded with an open discussion, during which members were invited to present their concerns and proposals to further strengthen CICA’s by work programme for 2026

As part of its commitment to enhancing the role and status of the Arab contractor and activating his contribution to the implementation of development projects inside and outside the Arab countries, the Federation of Arab Contractors’ “FAC”standing committee for outreach and coordination with Arab and regional financing institutions and banks held a meeting with H.E. Ambassador Hossam Zaki, Assistant Secretary-General of the LAS, at the League’s General Secretariat headquarters in Cairo.
The committee was chaired by Eng. Hassan Abdelaziz, Honorary President of the Federation of Arab Contractors “FAC” and current President of the African Federation for Construction Contractors’ Associations “AFCCA”. The meeting was attended by Eng. Ali Al-Sanafi, President of FAC, and the committee included as members: Eng. Sherif Wahbi, Vice President of FAC; Eng. Hamdi Shehata, Secretary-General FAC; Amb. Kamal Hassan Ali, Advisor to FAC; Amb. Hatem Tageldin, Secretary-General of AFCCA; and Eng. Dr. Malik Dangola, Advisor to FAC.
During the meeting, the two sides reviewed existing areas of cooperation and ways to further develop coordination between FAC and LAS, in order to establish an effective mechanism for communication with Arab and regional financing institutions and banks to support and finance projects implemented by Arab contractors in the fields of infrastructure and key development sectors.
The two parties also discussed a proposal to organize an Arab conference under the umbrella of the League of Arab States focusing on the role of the Arab contractor in reconstruction and sustainable development. The conference would aim to bring together relevant stakeholders from Arab and regional financing institutions and banks, the private sector and Arab governments, with a view to formulating a shared vision to enhance the participation of Arab contractors in the implementation of strategic projects in the region.
Ambassador Hossam Zaki affirmed during the meeting the General Secretariat’s appreciation of the role played by the Federation of Arab Contractors (FAC) as one of the institutions of joint Arab action. He noted that the contracting sector constitutes a fundamental pillar in achieving sustainable development in Arab countries, and stressed that the League is ready to provide the necessary support to ensure the success of any initiative that contributes to expanding the scope of Arab economic cooperation.
For his part, Eng. Ali Al-Sanafi expressed his thanks and appreciation to the League of Arab States and to H.E. Ambassador Hossam Zaki for his interest and readiness to cooperate. He stressed that, through these efforts, FAC seeks to unify the voice of Arab contractors and to strengthen their participation in projects financed by Arab and regional financing institutions.
Eng. Hassan Abdelaziz explained that this meeting comes within the framework of FAC’s vision to deepen institutional partnerships between joint Arab action organizations and Arab financing entities, in a way that enables the Arab contractor to play his role in implementing major projects inside and outside the region.
Eng. Abdelaziz pointed out that many members of the African Federation for Construction Contractors’ Associations (AFCCA) are at the same time members of both the Federation of Arab Contractors (FAC) and the Federation of Contractors in Islamic Countries (FOCIC). This, he noted, reflects the vital and interconnected role of these three federations and the need to strengthen coordination among them in order to safeguard the interests of contractors in the Arab, African and Islamic regions, thereby serving shared development goals and promoting economic integration among these regions.
The meeting concluded with an affirmation of the importance of continued communication between the two sides and coordination with the General Secretariat of the League of Arab States and Arab financing institutions to define the executive steps for the proposed initiatives, so as to ensure that the recommendations are translated into practical programmes that benefit the Arab economy and strengthen integration among Arab countries in the field of construction and contracting
